In 2002, I was surprised when the Indian Government didn't extend the work visa of a foreign social worker - who after 20 years in India spoke Inglish, wore a sari, bet she belongs much less back in the UK - she didn't bat an eye lid picking up a dying AIDS victim from the roadside - I cringed yet again. Tons of effort at the grassroots..Indian NGOs
